Social Impact Assessment Survey – Bombo Quarry Redevelopment

Urbis Ltd (Urbis) is undertaking a Social Impact Assessment (SIA) on behalf of Transport Asset Holding Entity (TAHE) and Boral to inform the redevelopment of the Bombo Quarry Precinct. Overall, the redevelopment will seek to deliver approximately 2,000 new homes, a local centre as well as supporting recreation, social and commercial infrastructure.

The redevelopment of Bombo Quarry will initially involve two environmental planning approvals: 
  • Development Application (DA): The purpose of the DA is to undertake earthworks to make the site suitable for future urban redevelopment, including supporting infrastructure. This includes the introduction of fill material to parts of the site, along with other land reformation works establishing a site level that can support key infrastructure, such as roads, stormwater management, and open space. The DA will not involve the construction of any homes or permanent buildings, as these will be subject to separate and future development application processes once the planning proposal (discussed below) is completed.
  • Planning Proposal: The purpose of the planning proposal is to rezone the existing Bombo Quarry Precinct through an amendment to the Kiama Local Environmental Plan (LEP). The planning proposal would seek to rezone the site to allow a range of urban land uses including a local centre, approximately 2,000  new homes across different housing types such as apartments, townhouses, medium and low density homes, community infrastructure, open space and employment land.

What is a Social Impact Assessment

A Social Impact Assessment (SIA) is an objective independent study undertaken to identify and assess potential positive and negative social impacts associated with a proposed development. Social impacts can be understood as the consequences that people (individuals, households, groups, communities and organisations) experience when a new development brings change.

A SIA considers social impacts in relation to your: way of life; community; accessibility; culture; health and wellbeing; surroundings; livelihoods; and decision-making systems. When completing this survey, please consider how each of these elements may be impacted for you or your community.

The SIA process is being guided by the NSW Department of Planning, Housing and Infrastructure’s Social Impact Assessment Guideline (2023). Additional information about each of the social impact categories can be found in the Guideline.

About this survey

This survey aims to gather insights on how the proposal may impact you. Your response will feed into the preparation of the SIAs for the DA and planning proposal.
 
The survey is structured in two parts:
 
  • Part One: Seeks your feedback on the Bombo area and what you would like to see as part of the development.
  • Part Two: Seeks your feedback on how the development may impact you, both positively and negatively. It will also help to identify enhancement measures for positive social impacts and mitigation measures for negative social impacts.
