Newington College Masterplan - Social Impact Survey

Urbis has been engaged by Newington College to undertake a Social Impact Assessment (SIA) to support a State Significant Development Application (SSDA) for a proposed Masterplan for Newington College, Stanmore. 

About this proposal
Newington College has been based at Stanmore for over 140 years and is renewing part of its campus.

The proposed works seek to upgrade and adaptively reuse existing teaching spaces. They also seek to provide new facilities to address short-term improvements, and also to enable the long-term sustainability of the College. This will also allow an increase in its students and staff, commensurate with Newington’s transition to a fully co-educational school by 2033.

At this stage in the planning process, the SSDA includes:

  • Centenary Hall: Alterations and additions, along with the development of a new, adjoining 4-storey teaching and learning facility.
  • Concordia Building: Transformation of this existing building on 221-235 Stanmore Road into a performing arts precinct with new multi-purpose and teaching spaces, and additional underground car parking.
  • Sevington Courts: Redevelopment of this existing court space into a 4-storey building that will house multi-purpose hall, teaching spaces, a fitness centre and additional car parking.
  • Additional car parking and amenities for visitors and families.

The SSDA is staged to allow ongoing teaching and learning during various proposed works. The Sevington Courts redevelopment is the first stage of the SSDA. 

The College is working with a range of technical experts to ensure the proposal is designed and delivered with students and neighbours in mind. The College is undertaking a series of assessments to identify how potential impacts of the proposal can be addressed.

What is a Social Impact Assessment (SIA)?
A SIA is an objective independent study undertaken to identify and assess potential positive and negative social impacts associated with a proposed project. Social impacts can be understood as the consequences that people (individuals, households, groups, communities and organisations) experience when a new project brings change. 

A SIA considers social impacts in relation to: Way of Life; Community; Accessibility; Culture; Health and Wellbeing; Surroundings; Livelihoods; and Decision-making Systems. When completing this survey, please consider how each of these elements may be impacted for you or your community. 

The SIA process is being guided by the NSW Department of Planning, Housing and Infrastructure’s Social Impact Assessment Guideline (2023).

The SIA will be available for public viewing during the SSDA exhibition period, during which it will be open to receive public submissions via the NSW Major Projects website

About this survey
This survey aims to gather insights from the community and key stakeholders (such as students and staff, residents, visitors and workers) about how this proposal may impact them and the local area. Survey responses will inform the SIA, including identifying positive and negative impacts and potential mitigation or enhancement measures.

The survey should take approximately five to ten minutes to complete, and all responses will be kept anonymous. This survey will be open until 5pm on Friday 28 March 2025
